It does not have to be true or false.Unlike logics like mathematics there is no true or false in Ballet.It is a performing art, a living art, and it is a sequence of dance steps to express certain feelings, like joy , love or sorrow, or as you said- tell a story.
Like music, Ballet is an art of communication.
You are communicating something to somebody through body language, through a series of dance steps in a sequence.
Although, however, the aim of classical ballet is to give the impression that you are floating on air, - hence the sur le pointes.
Just like music- not all music are composed to tell a story. Some are written to show of technical skills, others to communicate feelings without words, and some to uplift you or puts you in a certain mood ( like chants, medidation etc). And of course, Some music are composed to celebrate a festival- to put everyone in a mood for cheer.
Similarly, not all Ballets are choreographed to tell a story. Some famous ones , like The nutcracker or Swan lake are choreographed to tell a story, but others like Raymonda is a chain of divertissments to show off a dancers technical skill.
Some Ballets evoke emotion, pathos, spiritual, and immortality and beauty and sadness, like the Great Russian Ballerina Anna Pavlova's Dying Swan. It is a dance that is entirely out of this world- absolutely breathtaking.
There is also a question of interpretation- but that is another matter alltogether.
