True or false: Page arrangement influences the slant of a story?

Absolutely TRUE...think about how most people read a Newspaper . ...it's the headlines and maybe the lead paragraph first. Headlines, if nothing else, are at best misleading. In the hands of a skilled editor most stories can be turned in any direction the editor wants to send it....just by moving the bulk of the story to the back pages.
